DOH Memorandum No. 2011-0238: STOP making nurses work WITHOUT SALARIES!

FOR: ALL UNDERSECRETARIES, ASSISTANT SECRETARIES, CENTERS FOR HEALTH AND DEVELOPMENT, SERVICES AND SPECIALTY HOSPITALS, CHIEFS OF MEDICAL CENTERS AND HOSPITALS 

SUBJECT: Termination of  all “Nurse Volunteer Programs”, “Volunteer Training Programs for Nurses” and all similar or related programs, in all DOH-retained hospitals.

DATE: August 22, 2011

Republic Act 9418 (Volunteer Act of 2007) defines "Volunteerism" as an act involving a wide range of activities, including traditional forms of mutual aid and developmental interventions that provides an enabling and empowering environment both on the part of the beneficiary receiving, and the volunteer rendering the act, undertaken for reasons arising from socio-developmental, business or corporate orientation, commitment or conviction for the attainment of the public good and where monetary and other incentives or reward are not the primary motivating factors. Likewise, it defines a "Volunteer" as an individual or group who for reasons arising from their socio-developmental, business and corporate orientation, commitment or conviction, contribute time, service and resources whether on full-time or part time basis to a just and essential social development cause, mission or endeavor in the belief that their activity is mutually meaningful and beneficial to public interest as well as to themselves.

The current practice of registered nurses “volunteering” in hospitals to gain ‘work experience’ and/or to obtain a certificate of work experience and for purposes of meeting requirements for employment abroad, is not consistent with the provisions of this law (Republic Act 9418: Volunteer Act of 2007).”
In addition, many hospitals have implemented “nurse volunteerism” in the guise of “training programs” in order to justify the collection of “training fees”, whereby such basic skills training put no added value to the professional career of the nurses.

Therefore, all DOH hospitals are hereby directed to discontinue all existing programs involving nurses who deliver free services in exchange for work experience/volunteer nurses, volunteer trainings, and all other similar programs. All hospitals-based trainings for nurses should follow a definite career progression to be defined and accredited by the DOH and Professional Regulatory Commision-Board of Nursing.

Nuong una ang pangarap ko lang ay matapos ang nursing at maipasa ang board exam pero ang makahanap pa papala ng trabaho ay isang pangarap. ang nurses ngayon kung walang trabaho ay may trabaho pero walang sahod. kung hindi nagtatrabaho ng walang sahod ay nagtatrabaho na sila nang nagbabayad para makapag trabaho para sa isang papel na tinatawag nilang "certificate". Ang taong tagapag-alaga ng may mga sakit ay sya pang pinka-huli na nabibigyan ng prebilehiyo sa lahat ng antas. ako, ang gusto ko lang naman ay magamit ang pinagaralan ko pero mukang hanggang pangarap na lang ata sa panahon na ito.

    1. i feel you. :( napakahirap. dagdagan natin chain mo... pag naka hanap ka naman ng trabaho at tapos ka na sa training. reliever ka na, magwowork ka tapos sahod mo naman parang allowance nalang. May trabaho ka nga.. D mo naman kayang buhayin sarili mo. Kasi hindi enough na makabayad sa bills, and other stuff that you need to pay for. in some hospitals relievers and regulars does not get enough pay. 300-380 lang per day. and others are working double shift just to compensate. For what? kapalit ang health at ang time with your family. Masakit isipin trabaho natin as nurses. Parati nalang "sige lang..sikapan mo lang maka 3 years ka then alis ka agad dyan".. Ang pangit ng mentality eh.

Sir/mam just want to ask if you have a solution for a nurse like me who wants to go abroad piro hindi matangap kasi dapat meron experience sa hospital atleast 1 year kahit volunteer ok lng basta may exposure sa hospital. Sa ngaun ang dami kung inaplyan piro puno at walang vacant, naintindihan ko naman kasi mas marami ang nurses compare sa demand... I understand din na tama naman talaga na mg sahod tau ng tama piro parang adhikain mo para lng sa mga regular employee or currently employed na sa hospital. Sa ngaun wla png solusyon na maayos para ma bigyan ang karamihan kung hindi naman lahat na nurses na hindi mka practice ng profession natin kung i push mo yan baka lalong magbawas at paano na ang mga gustong magkaroon lng ng hospital exposure para mkapg-abroad? Can you discuss us kung anu ang plano nyo sa majority ng nurses na wala png exposure sa hospital?

At last mabawasbawasan naman ang pag-abuso sa ating mga nurses.kaya nga ang mga doctor or Hospital nakakasave ng malaki dahil instead na maghire sila puro volunteer lang ang kinukuha,at mangilan ngilan lang ang urse na binabayaran ng husto.kaya walang choice ang ating mga nurses kundi magsapalaran sa ibang bansa.

  4. bwiset tlaga yang mga hospital na yan abusado eh kya feeling ko mas maganda nlng mag ibang trabaho sa hirap ng board exam tapos pag pasa mo mag tratrabaho k nmn ng wlang sahod !!!!!!!!

  5. hospitals are earning much and yet they cant give us even the minimum wage for workers.. mas magaling p ung maintenance ng ospital may kinikita.. experience ba kamo?? asan n ung mga hospital exposure natin na pinagkahirapan nung college??
    ung mga make up duty na 1 is to 3 pag late ka o absent??,, di pa ba sapat un na dahilan para mahire ka ng ospital??? umpisa pa lang may bayad na ang exposure moh sa kanila..sisingilan k n nila para lng mkapagduty k sa ospital nila.. tapos ngaun di ka man lng kilala pag mag aapply ka..ssabhin p din sau trainee.. lalamunin k ng buhay dun..puro mura n ang aabutin moh ikaw p ang paningit pag gusto nila mag leave kea ang sched mo ay magulo pa sa buhok na hindi sinuklay ng isang taon.. sana naiisip ng pamahalaan kung gano kagagaling ang nurses dito sa pinas.. DI PO TSAMBA ANG MAKAPASA SA BOARD EXAM!!! PINAGHIRAPAN YAN!! SANA MAISIP NEO NA BINIGYAN KAME NG LISENSYA NG PRC KASI PINAGHIRAPAN NAMEN UN.. MAGALING PA ANG IBANG BANSA..NANINIWALA SA GALING NG PINOY NURSES!!! sabagay kahit naman anong parinig ang gawin koh dito..wala namang tatamaan.. wala namang makakapansin.. wala namang aaksyon.. ayun tayo eh.. PINOY!!

  7. ang problema kasi sa gobyernong to eh ung tntwag na PALAKASAN SYSTEM. KUNG SINO PA YUNG KULELAT NA BANSA EH SYA PA UNG BULOK ANG SISTEMA. PURO PANGUNGURAKOT. MAPA TUWID O LIKU LIKO MAN YANG DAAN, ALA NA TLGANG PAGASA.

  11. Im currently employed as a BPO agent. Tried to apply for a staff nurse position in a private hospital. Thry offered me to pay 10K and train for their institution for 3 months without any allowance. Imagine? How my parents can sustain their medicines if i do not have an income for those 3 months to work as a trainee? Grabe! 4 yrs academics and student nurse internship plus board exam yet no decent offer as a professional? Lord help us Filipino nurses are being abused!

  13. Hi there!im also a nurse,pumasa aq nung 2012 pa,ive never landed any proper or related jobs sa chosen career q except maging pharmacy assistant na.pagkaliit liit ng sahod. Nasubukan qng mgvolunteer nurse pero hindi aq ngtagal dahil sa kaisipang antanda tanda q na himihingi pa q ng pera sa mga magulang q.tama to kc most hospitals ay ganid,hindi nila kailangang mghire ng mga nurses kc maraming volunteer.ang mga hospitals qng tutuusin dapat may sapat na bilang ng regular nurses,i mean pinapasahod na nurses pero hindi ehh isang employed nurse isang ward and the rest na kailangang nurses volunteer na,haizt saklap isipin.based in my observation nung ngvolunteer aq,mas masisipag pa kameng volunteer kesa sa mga employed nurses ng district hospital na un.i dont sleep at graveyard shift dahil trabaho nating bantayan ang mga pasyente,pero mga senior nurses pa mgsasabi saung matulog ka.kaya tama lng na pantay pantay na lahat,walang volunteer puro nurses lng.

  14. It makes me cry for all nurses victimized by ruthless hospitals. In 1966, I got paid 66p/mo, free nurses dorm. A yr. later I got hired in US. Every new grad dream big but our hospitals took advantage of poor desperate nurses.Why did the gov''t allow this? If it's oversupply, why didn't they put regulations to raise the standards instead of allowing lemon schools grab money left and right? What was PNA doing? Glad DOH is finally acting. Hope things will get better.

    I would like to. ask for your opinion related to the administrative order no. 26 signed
    by Pres. Duterte last March.
    I have an offer to work as a part time nurse in one of the Munipal Hospitals in Albay under DOH in a job order agreement.
    I asked them If the hospital will cover hazard pay as part of my benefits as I worked to them.However they said that hazard payments are for regular workers only and the order signed by our president was only for those frontliners who have direct contact with covid patients or working in a facilitiy with covid patients.thats why they said Im not entitled to it.Additionally, the headnurse told me that If It Is Based On The special Risk Amilluration, they are not having covid patients that's why I am not entitled to receive hazard pay but i guess it is contradicting based from what i understood from the said order signed by the president. Hope you will give me some advise in this case though I did not accept yet their offer because as per them I am only going to receive 400/day 8hrs duty with free meals and shared room.accomodation while we are on ECQ. Am I really Not Entitled To It because I Am Not Familiar Too Much With The Social risk Amiluriation That She Has Been Saying? Hope You Will Give Me Some Advise on This. Thanks
